DA Proactive Mechanisms from typhoons

Agriculture Secretary Proceso J. Alcala assured Pres. Benigno Aquino that the government need not import more rice this year despite damages brought about by typhoons. Department of Agriculture (DA) through the National Food Authority (NFA) buys typhoon damaged palay and collaborates with institutions and companies through plant now and pay later scheme.

DA, through its attached agencies such as Philippine Center for Postharvest Development and Mechanism (PhilMech) and Philippine Rice Research Institute (PhilRice) and Landbank of the Philippines maintains proactive measures in helping farmers.

PhilMech distributes mechanical driers during wet season. Other machines include hard tractors, threshers, drumseeder, combine harvester, reaper and multi-pass rice mill systems.

According to Dr. Eduardo Quilang, PhilRice deputy executive director for development, the Institute is ready to deploy seeds for procurement by DA.

He said that PhilRice is using satellite images for the flood mapping of some rice areas in Isabela and Cagayan. It also conducts crop damage assessment in all Location-specific and Technology Demonstrations sites nationwide to give more information to DA.

Farmers can also avail of banks countryside loan fund, a wholesale credit facility from the World Bank, available to rural bank, commercial bank or Union bank, thrift bank and non-bank financial institutions.
