PDEA STRIKES LANAO DEL SUR 3 pushers arrested, 2 wounded, 1 dead

The Philippine Drug Enforcement Agency (PDEA) conducted a buy-bust operation in Wao, Lanao del Sur and arrested three notorious drug personalities after a firefight that left one drug personality dead and two others wounded, yesterday morning, January 9, 2012.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. identified the arrested suspects as Minda Ontawar, alyas Inang; Kadaffy Mimbalawag; and Bocari Abubakar, all residents of Barangay Kili-kili, Wao, Lanao del Sur. He further identified the fatality as alias Mike and the wounded as Baulo Ontawar, alias Ulo, and Tochi Cagas.

Operatives of PDEA Regional Office in the Autonomous Region in Muslim Mindanao (PDEA-ARMM) supported by the 8th Infantry Battalion, 4th Infantry Division of the Philippine Army (PA), conducted an entrapment operation against target drug personalities in Barangay Kili-kili, Wao, Lanao del Sur. During the conduct of the said operation, collaborators of the targets engaged the operating team in a firefight which lasted for 15-minutes.

“We are fortunate that we did not have any casualties on our side,” Gutierrez said, as he lauded the operating team, led by PDEA ARMM Regional Director Edwin Layese. Gutierrez said that members of the operating team were aware of the considerable risks involved when they conducted the operation in what is considered as an “untouchable area” in Lanao del Sur, because of the existence of private armed groups (PAGs) in the community.

The PDEA chief said this is not the first time that elements of PDEA-ARMM penetrated PAG-infested areas in Muslim Mindanao. PDEA SUPPORTS SENATE BILL BY SEN MIRIAM DEFENSOR-SANTIAGO

The Philippine Drug Enforcement Agency (PDEA) supports a bill authored by Senator Miriam Defensor-Santiago that seeks to eliminate the incidence and prevalence of alcohol, tobacco and drug abuse among Filipino students by establishing comprehensive prevention programs in schools nationwide.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. said the agency supports Senate Bill 3085, or the “Stay Clean and Sober Act”, to help address the incidence of alcohol, tobacco and drug abuse among students.

The proposed bill tasks the Department of Education (DepEd), in coordination with the Commission of Higher Education (CHED), the Department of Health (DOH) and the Dangerous Drugs Board (DDB) to establish a comprehensive program that includes prevention, intervention, referral for evaluation, treatment and aftercare for students in all secondary schools, colleges and universities.

Gutierrez said the said senate bill complements Section 43, Article IV of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, which provides for the integration of “instruction on drug abuse prevention and control in elementary, secondary and tertiary curricula of all public and private schools” nationwide.

“This highlights the significant role of the schools in promoting anti-drug education to keep students from abusing drugs and other substances like alcohol and tobacco,” Gutierrez said.

The PDEA chief mentioned the recent initiative of PDEA in collaboration with the Dangerous Drugs Board (DDB) and Rotary Club of North Balintawak District 3780, in tapping public school teachers in Quezon City as partners and trainers on drug abuse prevention.

“We facilitated a three-day training for 53 elementary and high school teachers to equip them with effective management skills in preventive drug education. The said training highlighted the role of educators, as mentors of the youth, in creating a drug-free country,” Gutierrez said, explaining that the activity for the selected Quezon City public school teachers is a pilot project that is expected to be replicated in other schools all over the country.


“I am encouraging other civic groups, like the Rotary Clubs, to partner with PDEA and adopt a school where we could tap teachers as our force multipliers in implementing sustained drug abuse prevention programs to protect our youth from the clutches of illegal drugs,” Gutierrez said. PDEA RAIDS CLAN LAB IN AYALA ALABANG, 5 CHINESE OPERATORS ARRESTED

The Philippine Drug Enforcement Agency (PDEA) opened the year with the dismantling of a clandestine laboratory and the arrest of five Chinese nationals during a raid conducted in an exclusive subdivision in Ayala, Alabang in the early morning of January 6, 2012.

PDEA Director General Undersecretary Jose S. Gutierrez Jr. identified the Chinese nationals operating the clandestine laboratory as Ken Ming Chao, alias Lam Tse Kin, 49; Lam Ka Chun, 51; Choi Yiu Kit, 33; Choi Yiu Chun, 33; and Kwok Chi Keung, 42. Gutierrez said his men have been monitoring the activities of the group for almost a year now before the Chinese nationals settled in the one-hectare property in Acacia Avenue last July 2011.

By virtue of a search warrant, elements of PDEA National Capital Region, under Director Pedrito Magsino, raided the property at 504 Acacia Avenue, Ayala, Alabang in Muntinlupa City at around 4:30 am. The suspects tried to escape but PDEA agents were able to capture all five of them. Finished products, drums containing controlled precursors and essential chemicals, and high-end laboratory equipment were discovered in the site.

“Based on the laboratory equipment we found, the estimated capacity of the facility is 10 kilograms per production cycle which takes about two to three days,” Gutierrez said, adding that inventory is still ongoing to determine the volume and value of all the drug and non-drug evidence.

Considering that PDEA regulates the importation of controlled precursors and essential chemicals to prevent diversion into illegal manufacture of dangerous drugs, Gutierrez expressed interest on how the chemicals were acquired by the suspects. “I want to find out if these chemicals are diverted or smuggled,” the PDEA Chief said.

PDEA is completing documentary requirements to file appropriate cases against the arrested suspects for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, particularly on Section 8 (Manufacturing), Section 11 (Possession), and Section 12 (Possession of Equipment for the Manufacture of Dangerous Drugs). PDEA NABS MARIJUANA PUSHER

A 32-year-old marijuana pusher was arrested by operatives of the Philippine Drug Enforcement Agency (PDEA) following a buy-bust operation in Davao del Sur in the early morning of December 24, 2011, Christmas Eve.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. identified the suspect as Denmark Abellana, alias Den-den, a resident of Ipil-ipil Drive, Lapu-lapu- Bataan Street, Barangay Aplaya, Digos City.

Gutierrez said that elements of Davao del Sur Provincial Drug Enforcement Office (DSPDEO), in collaboration with the Provincial Anti-Illegal Drug Special Operations Task Force (PAIDSOTF) and Digos Police apprehended Abellana on his own turf, after he sold one small pack of marijuana fruiting tops, weighing approximately 10 grams to an undercover PDEA agent who acted as poseur-buyer.

After further search, operatives recovered from Abellana an additional one large pack and 25 small packs of semi-dried marijuana fruiting tops, individually wrapped in a newspaper, weighing more or less 500 grams.

Abellana is now facing charges for violation of Section 5 (sale of dangerous drugs) and Section 11 (possession), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. PDEA AWARDS P3.2 MILLION TO 16 INFORMANTS

Sixteen informants received monetary incentives from the Philippine Drug Enforcement Agency (PDEA) amounting to P3.2 million on December 19, 2011, in recognition of their vital contribution to the arrest of drug personalities and confiscation of illegal drugs.

PDEA Director General Undersecretary Jose S Gutierrez, Jr. personally thanked the sixteen informants who provided PDEA with information to PDEA through Operation: Private Eye (OPE). OPE is a reward and incentive scheme designed to encourage private citizens to report to PDEA any suspected illegal drug activities in their community.

The sixteen informants were identified only through their codenames: Mayumi, Jaguar, Lyn, Tutpik, Nina De Castro, Alfa Lima, Kidlat, Jao, Eagle 2, Golf, Lady Gaga, Art Angel 2, Andrew e, R Star, Dyeta, and Yang Chow.

“We have established appropriate security measures to ensure that our informants are protected. We can assure the public that all the information we receive through Private Eye are being handled with utmost confidentiality,” Gutierrez said, adding that the informants were required to wear masks during the awarding ceremony to disguise their real identity.

The Private Eye Rewards Committee, composed of members from the academe, non-government organizations, law enforcement, religious and business sectors, approved the resolution granting monetary rewards to the sixteen informants after careful deliberation following the result of the purity test conducted on the confiscated dangerous drugs as a result of the report from informants.

Among the informants, Andrew E received the biggest reward worth more than P1 million pesos. His information led to the dismantling of two kitchen-type laboratories one in Antipolo City and another one in Pampanga, the arrest of five drug personalities, and the recovery of almost 600 grams of cocaine on May 30, 2011.

A total of 36 drug personalities, including seven members of an African Drug Syndicate (ADS), were arrested and 76 kilograms of shabu, 39.5 kilograms of cocaine and 89.1 kilograms of marijuana, together with other chemicals, were seized by authorities attributed to OPE information which led to positive anti-drug operations. As a result of OPE, 2 kitchen type laboratories and 3 warehouses were likewise discovered and dismantled.

“The increasing reports PDEA is receiving, particularly through our OPE, is a good indication that we have the trust and confidence of the public. On our part, the public can rest assured that we shall strive harder to be able to sustain that trust and confidence,” Gutierrez said, stressing the importance of active public participation in the successful implementation of the anti-drug campaign. PDEA TAPS TEACHERS AS ANTI-DRUG PARTNERS

The Philippine Drug Enforcement Agency (PDEA) has joined hands with the Dangerous Drugs Board (DDB) and Rotary Club of North Balintawak District 3780 in tapping teachers as partners and trainers on drug abuse prevention.

Through the ‘Training of Trainors on Life Skills Enhancement in Drug Abuse Prevention’, 53 elementary and high school teachers in Quezon City were equipped with effective management skills in preventive drug education.

The three-day training was held on December 7-9, 2011 at 9 Waves Ciudad Christhia Resort, Carrieland Country Homes II, Ampid, San Mateo, Rizal.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. said that the activity is part of the demand reduction strategy which is a sustained effort to reduce, if not eradicate, the demand side of the drug chain.

“This effort concentrates on anti-drug advocacy along the lines of public information, public awareness, preventive education and people empowerment,” Gutierrez said.

“This is part of our continuing efforts to involve every sector of society in the fight against drugs, and this time we are involving teachers because they play a vital role in developing positive ways to deal and resist drug abuse among students,” the PDEA chief added.

Director Wilkins M. Villanueva of PDEA Preventive Education and Community Involvement Service (PECIS) opened the activity with a drug situation update, followed by Undersecretary Edgar C. Galvante, OIC, Executive director and Permanent Board Member, DDB, who presented the government efforts to address the drug abuse problem.

“Teachers are our force multipliers in the national anti-drug campaign; they are our partners in addressing our collective concerns like illegal drug trafficking and drug abuse,” Villanueva said.

Trainers from the DDB led by Teresita C. Pineda, Chief, Preventive Education Training and Information Division, conducted the training using six modules covering skills on presentation, communication, decision-making, facilitation, assertion and personal skills.

“The training aims to highlight the role of educators, as mentors of the youth, in creating a drug-free country. It equips them with the means to convey preventive education to both primary and secondary students,” said Pineda.

PDEA CONFISCATES HALF KILO OF COCAINE; 2 PUSHERS NABBED

The Philippine Drug Enforcement Agency (PDEA) confiscated one half kilogram of suspected cocaine from two pushers in an entrapment operation in Quezon City, early morning of December 14, 2011.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. identified the suspects as Mark Barbers Ablan, a 49-year old businessman and a resident of 2801 Wack-Wack Twin Towers, Mandaluyong City, and Mark Lorenzo Diaz, a 46-year old Filipino-American residing at 2223 Roxas Boulevard, Marvelia 1 Condominium, Pasay City.

Elements of the PDEA Special Enforcement Service (PDEA-SES), augmented by operatives PDEA National Capital Region (PDEA-NCR), arrested Ablan and Diaz after selling six sachets of suspected cocaine to a poseur buyer in a buy-bust operation conducted in a gas station along Katipunan Avenue, Diliman, Quezon City at around 1:00 am. Also recovered from the suspects were three small sachets of marijuana, one vial of ketanol, assorted medicine, drug paraphernalia and Toyota Camry bearing plate number XNX 336.

The arrested suspects are presently detained in the PDEA-NCR detention facility while seized pieces of drug evidence were submitted to PDEA Laboratory Service for qualitative examination. PDEA is now preparing necessary documents for the filing of appropriate charges for violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002. PDEA DESTROYS P 21.5 MILLION WORTH OF CHEMICALS

The Philippine Drug Enforcement Agency (PDEA) destroyed controlled precursors and essential chemicals (CPECs) used for manufacturing illegal drugs worth Php 21.5 million on December 15, 2011, at the Green Planet Management, Inc. (GPMI), a duly accredited destruction and treatment facility located in Punturin, Valenzuela City.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. said that a total of 23, 209.40 liters of liquid chemicals (composed of toluene, methyl ethyl ketone and hydrochloric acid) and 6,274 kilograms of solid chemicals (composed of iodine, activated carbon, sodium hydroxide, and red phosphorus) were destroyed through treatment method.

“Hydrochloric acid and other acidic chemicals are treated with water and then neutralized with sodium hydroxide and the end product will be water and sodium chloride. On the other hand, other chemicals are treated with sludge, like oil waste, which are placed in a mixer, then finally they are mixed in compounds to make hollow-blocks,” Gutierrez said, explaining the treatment process.

The activity was made in compliance with the requirements of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, and the Dangerous Drugs Board Regulation No.1 series of 2002 governing the custody and disposition of seized dangerous drugs, chemicals and laboratory equipment.

“The public can rest assured that PDEA is taking all diligent measures to ensure that dangerous drugs and chemicals confiscated in all drug law enforcement operations are properly accounted for and destroyed in accordance with the law,” Gutierrez said.

He added that this year alone, PDEA has facilitated four destruction ceremonies, two for dangerous drugs (July 22 and November 15, 2011 ) and two for CPECs (January 14 and December 15, 2011). Destroyed dangerous drugs and CPECs for CY2011 amounted to P591million.

TWO DRUG PUSHERS GET LIFE IMPRISONMENT

Two drug personalities were sentenced to life imprisonment after a court found them guilty of violating the anti-drug law.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. identified the respondents as Edwin S. Sanchez alias “Dada” and Judith Ceriales alias “Judith” who were found guilty by Judge Manuel C. Luna, Jr., the presiding Judge of the Regional Trial Court, 4th Judicial Region, Branch 39 of Calapan City, Oriental Mindoro.

To recall, Edwin Sanchez was arrested at around 3:30 pm on August 10, 2008 in Sitio Calawang, Barangay Lumangbayan, Calapan City, Oriental Mindoro, by operatives of PDEA RO-4A after selling a sachet of shabu weighing 0.215 grams to an agent who posed as poseur-buyer. Also recovered from him was another sachet of shabu weighing 0.211 grams.

Sanchez was found guilty of violating Section 5 (Sale of Dangerous Drugs), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, and was sentenced to life imprisonment and a fine of half a million pesos. On the other hand, his possession of dangerous drugs (Section 11) added another penalty of 12 years and one day as minimum, to 15 years and one day as maximum imprisonment, and a fine of P300,000.00.

Judith Ceriales was arrested in an entrapment operation by operatives of PDEA RO-4B on April 8, 2009 in Barangay Poblacion, Puerto Galera, Oriental Mindoro. Confiscated from her possession was a transparent plastic sachet containing five (5) red, round tablets of methylenedioxymethamphetamine, commonly known as ecstasy with a total weight of 2.1831 grams.

Ceriales was found guilty of violating Section 5, Article II of RA 9165 for selling dangerous drugs and was given a sentence of reclusion perpetua, or life imprisonment, and a fine of P500,000.00 pesos.

“Let this be a warning and a lesson to all that there is nothing good coming from illegal drugs,” Gutierrez said, as he warns the public of the heavy penalty imposed on persons violating the anti-drug law. PDEA LAUNCHES LOCAL ANTI-DRUG ABUSE COUNCILS OF BIÑAN, LAGUNA

To provide an effective mechanism for drug abuse prevention in the communities, the Philippine Drug Enforcement Agency (PDEA) today (Tuesday, December 6, 2011) formally launched the City and Barangay Anti-Drug Abuse Councils (CADACs/ BADACs) in the city of Biñan, Laguna.

During the ceremony held at the Function Hall, Biñan, Laguna, PDEA Director General Undersecretary Jose S. Gutierrez, Jr., and Biñan City Mayor Marlyn “Len” B. Alonte- Naguiat also inducted the members of CADACs and BADACs.

The creation of Biñan’s anti-drug abuse councils stemmed from an immersion program of the PDEA Academy for 202 recruits belonging to the Drug Enforcement Officers’ Basic Course Class 2011-05.

The integrated immersion exercises in the 17 barangays of Biñan involved the conduct of drug preventive education program to elementary and high school students about the ill-effects of illegal drugs and preparation of plans for future barangay clearing operations. After a series of meeting with local officials, it was decided that an anti-drug structure in every barangay in the city of Biñan be established.

“Anti-drug abuse councils are the basic but formidable anti-drug groups that can be formed within communities,” Gutierrez said, adding that these organizations can effectively and efficiently maintain a pro-active stand against dangerous drugs. PDEA BUY-BUSTS NET 6 DRUG PUSHERS; SHABU, CAPSULIZED ECSTASY SEIZED

The Philippine Drug Enforcement Agency (PDEA) arrested six drug pushers in the act of selling dangerous drugs during two separate buy-bust operations conducted last night, December 5, 2011, in Manila and Makati, which led to the confiscation of shabu and capsulized ecstasy.

PDEA Director General Undersecretary Jose S. Gutierrez Jr. identified the arrested suspects as Mark Anthony Jacinto, Wilfredo Riquez, Myra Francisco, Yuri Derain-Minagawa, Quintin Fernandez, and Christian Niño de Leon.

The first buy-bust operation was conducted by elements of PDEA National Capital Region, under Director Perdito Magsino, in a popular fast-food chain along Pablo Ocampo Sr. Street, Ermita, Manila at about 5:00 pm. This resulted in the arrest of Anthony Jacinto, 19; Wilfredo Riquez, 30; and Myra Francisco, 41. A total of 50 grams of shabu were confiscated by PDEA agents from the suspects.

Meanwhile, another team from PDEA-NCR conducted a buy-bust operation along Vic Arnaiz Street, Makati City around 9pm. Arrested during this operation were Yuri Derain-Minagawa, a Filipino-Japanese, 24; Quintin Fernandez, 31; and Christian Niño de Leon, 31. The suspects yielded 10 pieces of capsulized ecstasy.

“The ecstasy confiscated [from the suspects] is a variation from the usual tablet from. This just shows that these illegal drug personalities are becoming more creative, producing a derivative to avoid detection,” Gutierrez said, adding that the main market for the capsulized ecstasy, sold at P1,000 each, are affluent youth and young professionals.

All six suspects are presently detained at the PDEA-NCR detention facility and charges for selling and conspiracy to sell illegal drugs are being filed in court for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. HIGH SCHOOL STUDENT NABBED FOR PUSHING MARIJUANA

A 15-year-old high school student was arrested by operatives of the Philippine Drug Enforcement Agency (PDEA) for selling marijuana to a poseur-buyer, following a buy-bust operation in Panabo City, Davao del Norte on November 22, 2011.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr., said that the arrested minor, a boy, whose name was withheld, will remain under the custody of the Department of Social Welfare and Development (DSWD) while serving his intervention program.

Elements of PDEA Davao del Norte Provincial Drug Enforcement Office (PDEA-DNPDEO) conducted the buy-bust operation at Fronting Emergency Clinic, Barangay New Pandan, Panabo City.

The minor, who is a resident of Purok Alaska, also in the same barangay, was apprehended by the operating team, after he sold one small pack containing marijuana dried fruiting tops to an undercover PDEA agent. Also confiscated from him were another two packs of marijuana dried leaves and the 100-peso marked bill used as the buy-bust money. The total weight of seized marijuana is 10 grams.

The suspect is now temporarily detained at PDEA Regional Office 11 jail facility. He is now facing charges for violation of Section 5 (sale of dangerous drugs) and Section 11 (possession), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Gutierrez noted that more minors are getting involved in illegal drug activities. He attributed this to the drug syndicates’ ploy of taking advantage of Section 6 of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006. PDEA BUSTS PUSHER IN CEMETERY

A 44-year-old drug pusher figured that having an illegal drug transaction before noon inside a graveyard would be less prone to suspicion. (Or so he thought)

Anti-narcotics agents of the Philippine Drug Enforcement Agency Regional Office 2 (PDEA RO2) arrested Philip Catabui, a resident of Centro Cabagan, Isabela, in a buy-bust operation inside Cabagan Public Cemetery, Barangay Ugad, Cabagan, Isabela on November 23, 2011.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr., said that Catabui, who worked as a farmer, was caught in the act of selling two pieces of heat-sealed plastic sachets containing shabu, in consideration of P 2,500.00 he handed over to a PDEA agent who acted as buyer.

Catabui also yielded two units of mobile phone and one unit of Honda Wave 100R motorcycle, with plate number 9430 BB during the operation.

The suspect is now temporarily detained at the Cabagan Police Station. Catabui is now facing charges for violation of Section 5 (sale of dangerous drugs), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

The same day, a watch-listed drug personality was arrested by elements of PDEA Albay Provincial Office, in collaboration with Legazpi Police during an entrapment operation along the vicinity of Barangay Centro Baybay, Legazpi City.

PDEA TIES UP WITH TZU CHI FOUNDATION, INC. IN GIVING DONATIONS TO FIRE VICTIMS

The Philippine Drug Enforcement Agency (PDEA) and Tzu Chi Foundation, Incorporated joined hands in giving out relief packages to victims of fire that razed their homes along NIA Road in Baranggay Pinyahan in Quezon City last November 20.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. initiated the activity together with Tzu Chi Foundation in the Philippines led by Chief Executive Officer (CEO) Mr. Alfredo Li. About 400 families, who were displaced after fire razed their homes, received relief packages each containing a thermal blanket, clothing, table utensils, a kettle, detergent bars and 20 kilos of rice from Taiwan. Three of those families who lost a family member received an additional grant from Tzu Chi Foundation.

The activity was held at the PDEA National Headquarters involving the PDEA Command Group, Preventive Education and Community Involvement Service (PECIS) Director Wilkins M. Villanueva, volunteers of the Tzu Chi Foundation, Inc. and other PDEA personnel.

A non-profit, volunteer-based and spiritual welfare organization founded by Master Cheng Yen in 1966, the Tzu Chi Foundation, Inc. has been giving aid to victims of disasters and calamities locally and internationally

PDEA REACHES OUT TO KIDS WITH CANCER, DONATES COMPUTERS TO PUBLIC SCHOOL




Drug law enforcers in green shirts running after drug personalities- this is usually the picture conjured up in the mind of the public whenever they hear or read news about the Philippine Drug Enforcement Agency (PDEA).

PDEA, however, retains a soft spot, especially for children.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr. led the men and women of PDEA in giving an early Christmas party to a hundred children, from toddlers to 19 years old, undergoing cancer treatment at the Philippine Children’s Medical Center in Quezon City. The young cancer patients were presented with gifts, foods and other surprises.

“We (drug enforcers) fight drugs that destroy lives. But these children (with cancer) fight for their lives every day,” Gutierrez said, adding that he admires the determination of the children to win their personal battle over cancer,” the PDEA chief added.

“This is the least anyone could do- give these children the opportunity to experience the joy being children without care… even for just a short while take their mind off the seriousness of their fight,” the PDEA chief added.

This is the first time that PDEA has undertaken such program, although Gutierrez has been personally conducting similar projects for years now.

Meanwhile, another program for children was facilitated by PDEA. This time the beneficiaries are the students of an elementary public school in Quezon City.

Gutierrez personally turned over 10 computer sets to Dr. Emma C. Quintana, Principal, San Jose High School in Mauban, Barangay San Jose, Quezon City. Quintana was very grateful to the PDEA Director General for the donation.

The PDEA Chief said conducting such community outreach program stems from his being a Rotarian for 13 years. Gutierrez is a past president of the Rotary Club of North Balintawak, District 3780, Quezon City.

PDEA NAILS LOCAL DRUG GROUP LEADER IN NEGROS

The leader of a local drug group operating in the province of Negros Oriental was arrested by operatives of the Philippine Drug Enforcement Agency (PDEA) in an entrapment operation in Zamboangita City, Negros Oriental.

PDEA Director General Undersecretary Jose S. Gutierrez Jr. said that on November 15, 2011, at around 1:45 PM, anti-narcotics agents of PDEA Negros Oriental, together with elements of the Criminal Investigation and Detection Group (CIDG), Police Anti-Illegal Drugs Special Operations Task Group (PAIDSOTG), Negros Occidental Provincial Police Office (NOPPO) and Zamboangita Police arrested the suspect, identified as Nerio Irlanda, alias Eliong, in a buy-bust operation at South Malatapay, Maluay, Zamboangita, Negros Oriental.

Irlanda, the notorious leader of the Eliong Drug Group, yielded a total of four pieces of shabu sachets and the 500-peso marked bill which was used as the buy-bust money.

DRUG-PUSHING COUPLE, COURIER NABBED IN BUKIDNON; OVER P600,000 WORTH OF SHABU SEIZED

A couple and their drug courier were arrested by operatives of the Philippine Drug Enforcement Agency (PDEA) in an early morning follow-up operation at Sunkist Village, Purok 17C, Poblacion, Valencia City, Bukidnon on November 13, 2011.

In his report to PDEA Director General Undersecretary Jose S. Gutierrez, Jr., PDEA Regional Office 10 Director Roberto S. Opeña said that elements of PDEA RO10 apprehended the couple identified as Nasser Radiamoda,alias Nasser Raupan, 49 years old, farmer and his wife, Rasmea, alias Rakila Raupan, 38 years old. Both are residents of Buntungan, Wao, Lanao del Sur. Confiscated from them was one transparent sachet containing shabu weighing approximately one gram

On the other hand, the couple’s courier identified as Bantog Onti, alias Bobby, a 36-year-old Digital Video Disc (DVD) vendor and resident of Barangay Naga, Marawi City was also arrested during the operation after delivering 60 grams of shabu amounting to P 600,000.00 placed in a big-sized heat-sealed sachet to a PDEA agent who acted as poseur-buyer.

Opeña added that the trio were monitored to be the likely “source” in the reported deliveries of shabu from Marawi City and Wao, Lanao del Sur to the provinces of Bukidnon.

Earlier in the day, at about 4:30 AM, the same operating team arrested Renato Aylo, alias Bobong, 41 years old from Purok 2, Poblacion, also in Valencia City, after the suspect sold two pieces of transparent sachets containing shabu weighing more or less 0.5 grams to an undercover agent inside Gene’s Lodge, Room No. 14, Poblacion, Valencia City, Bukidnon.

The four suspects are temporarily detained at PDEA RO10 while the recovered pieces of drug evidence were brought to the Philippine National Police (PNP) Crime Laboratory for quantitative and qualitative examination. NAIPONG MGA DROGA, SINUNOG NA SA IKATLONG PAGKAKATAON-PDEA

UMAABOT sa 81,693.13 na gramo o mahigit 80 kilong mga ipinagbabawal na gamot ang sinunog ngayon (Nobyembre 15, 2011) sa Integrated Waste Management, Inc. (IWMI) sa Barangay Aguado, Trece Martires, Cavite.

Nagkakahalaga sa 398,718,290.97 na naipong shabu, marijuana, ephedrine, ecstacy, cocaine, valium, ‘expired’ na gamot at opium poppy seeds ang sinilang sa ‘Thermal Decomposer’ na taong 2003 pa ng ito’y nabili sa Canada.

Ayon kay G. Choy Corsiga, Plant Superintendent ng IWMI na pag-aari ni Alberto Lina na ang nasabing ‘Thermal Decomposer’ ang nagsisilbing ‘insulator’ kung saan umaabot sa mahit 24 oras bago tuluyang matupok ang mga sinunog na ipinagbabawal na gamot.

Sa panayam kay G. Dante Pahilagao, In-Charge, Thermal Operation ay may kakayahan ng init na umaabot ng 1260oC na nilagyan ang paligid ng Fiber Ceramic upang hindi tumagos ng husto ang init sa labas. Nasa 5 hanggang 7 toneladang mga ipinagbabawal na gamot ang kayang ikarga sa nasabing ‘Thermal Decomposer’, depende sa laki ng pinaglagyan.

Ang nagsisilbing ‘insulator’ ay may tatlong bahaging dinadaanan bago tuluyang maging tila uling na abo. Ito ay ang ‘pre-heat’, ‘process’ at ‘cool down’. Didiretso umano ito sa isang ‘chamber’ kung saan ang mga natitirang ‘gasses’ na likha ng mga sinunog na droga ay tuluyang mawala. Tinitiyak din ni G. Corsiga at Pahilagao na wala umanong usok na lalabas mula rito na makakasama sa lugar maging sa mga tao na malapit sa lugar.

Ang pagsunog ng mga mapanganib na droga ay batay umano sa Section 21, Article II ng Republic Act 9165 o ng Comprehensive Dangerous Drugs Act of 2002, DDB Regulation No. 1, Series of 2002.

Ang isinagawang pagsunog ng PDEA sa pamumuno ni Director General Undersecretary Jose S. Gutierrez, Jr. ng mga naipong iba’t-ibang uri ng ipinagbabawal na gamot ay ikatlong pagkakataon na. Mula Enero 2011 nasa 9,850 ay mula sa isinagawang operasyon, 8,491 ay sa mga naaresto at 9,995 naman ang mga kasong naisampa sa korte.

Sa iniwang mensahe sa pakikipanayam natin kay PDEA Chief Gutierrez na ninanais umano ng kanilang ahensya na ikulong at parusahan ang mga nagtutulak ng ipinagbabawal na gamot at iligtas ang mga gumagamit subalit sa dinaluhan nyang Forum sa PICC kahapon (Nobyembre 14) na nakita ng korte na naabuso ang ganitong kaisipan sa maraming pagkakataon.

Aniya, ang mga hukom ay tinitignan pa rin ang kalagayan ng mga nahuhuling gumagamit na mabigyan ng pagkakataon ngunit kung paulit-ulit umano na ganito na ibinababa ang kanilang kaso bilang gumagamit (user) lamang ay dapat na ring ituring na nagtutulak (pusher) ang kategorya upang mapatawan ng karampatang parusa nang hindi na pamarisan ng ilang kababayan na gumagawa ng kaprehong uri ng paghahanapbuhay. PDEA BUSTS NOTORIOUS PUSHER COUPLE; 3 OTHERS CAUGHT IN SHABU SESSION

A notorious couple, in the watch-list of the Philippine Drug Enforcement Agency (PDEA) was arrested during a buy-bust operation while three others were held after they were caught having a shabu session in Iligan City on November 9, 2011.

PDEA Director General Undersecretary Jose S. Gutierrez, Jr., said that elements of PDEA Regional Office 10 (PDEA RO10) apprehended the couple identified as Leonilo Camingawan, 38 years old, and his live-in partner, Analisa Amabao, 34 years old. Both are residents of Purok 3, Saray, Iligan City.

Camingawan and Amabao were caught red-handed after they conspired to sell one piece of small size heat-sealed transparent plastic sachet containing shabu to an undercover PDEA agent in the suspects’ area of residence. Also confiscated from them were two more plastic sachet of shabu, 20 pieces of folded aluminum foil placed in a plastic container and the 300-pesos marked bills used as buy-bust money.

During the same operation, the PDEA agents also arrested three suspects in the act of sniffing shabu. They were identified as Tommy Balaba, 43 years old, Marcelo Dorio, 36 years old and Jovanie Labasamo, 19 years old, all residents of Pindugangan Tipanoy, Iligan City. Confiscated from the trio were one disposable lighter with improvised needle and two pieces of used improvised tooters.

The five suspects are now temporarily detained at Iligan City Police Station 5 while the recovered pieces of drug evidence were submitted to the Philippine National police (PNP) Crime Laboratory for chemical analysis.
