Gov’t not addressing root causes of rebellions – KMU

“The armed conflicts in the country continue to rage because the Aquino government is not addressing their root causes.”


This was labor center Kilusang Mayo Uno’s statement today, amidst proposals that the Aquino government launch an “all-out war” against the Moro Islamic Liberation Front after the military suffered a series of devastating defeats in the hands of the rebel secessionist group.


“We oppose calls for the government to launch an ‘all-out war’ against the MILF. But we are also against the Aquino government’s current handling of armed conflicts in the country,” said Roger Soluta, KMU secretary-general.


“The Aquino government is only using the peace talks as a propaganda platform and a cover for its essentially militaristic approach to the armed conflicts. Even the so-called ‘social services’ that go with its so-called ‘peace initiatives’ cannot hide the reality that the government’s approach is still militaristic,” he explained.


KMU said the Aquino government’s handling of the peace talks with the MILF is similar with its handling of the peace talks with the National Democratic Front of the Philippines or NDFP.


“Anything that falls short of genuine efforts at solving the root causes of the armed conflicts in the country – poverty, hunger, lack of employment and livelihood – will fail to end these conflicts,” Soluta said.


“And with the help of poor and discontented people in the countryside, rebel groups will continue to inflict disastrous blows on the military. The intensifying poverty in the countryside means that the losses suffered by the military will continue to mount,” he added.


The labor center said that in the case of the peace talks with the NDFP, the Aquino government has failed to show sincerity even in the mere launching of the talks.


“The Aquino government has repeatedly refused to release NDFP peace talks consultants and staff, and all political prisoners, thereby stalling the resumption of the peace talks. That is a very clear indication of its lack of sincerity in pursuing the peace talks,” said Soluta.


“Instead of fulfilling its obligations in previously-signed agreements, such as the Jasig or Joint Agreement on Safety and Immunity Guarantees, the government is stubbornly asserting that the releasing political prisoners is a mere gesture of goodwill in the peace talks.
