COMELEC Advisory Council Announces Partial List of Nominees/Applicants for Membership

The Commission on Elections Advisory Council (CAC) has started the process of receiving nominees for membership in keeping with its mandate stated in Republic Act 9369, otherwise known as the automated elections law. The advisory council will be made up of nine members who will “recommend the most appropriate, secure, applicable and cost-effective technology to be applied in the Automated Election System.”


CAC Chairman Louis Napoleon C. Casambre, who is also the Executive Director of the Information and Communications Technology Office (ICTO) said following a thorough selection process, nominees and applicants so far includes Professor Rommel Feria, University of the Philippines representing the Academe while Andie C. Lasala of Consortium on Electoral Reforms and Ambassador Henrietta T. de Villa of the Parish Pastoral Council for Responsible Voting and the Legal Network for Truthful Elections or LENTE representing non-government electoral reform organizations.

Under the law, one representative from the Academe and two representatives from non-government electoral reform organizations will be selected.

Under the guidelines, the Selection Process of the CAC, the Chairman seeks “Filipino women and men who have demonstrated the maturity, experience, knowledge, and skills, as well as a strong orientation to public service, to handle the tasks and make the judgments involved in fulfilling the mandate of Republic Act 9369 as members of the CAC.”

Only three applicants/nominees will be selected by the Chairman of the Advisory Council from among the list representing the ICT professional organizations: Mr. George C. Kintanar of the CIO Forum Foundation (CIOFF), Atty. Rogelio V. Quevedo of the Philippine Electronics and Telecommunications Federation Inc. (PETEF), Ms. Evelyn R. Singson of the Management Association of the Philippines (MAP), Engr. Armando R. Diaz of the Institute of Integrated Electrical Engineers of the Philippines Inc. (IIEE), Ms. Bettina G. Quimson of the Philippine Software Industry Association (PSIA), Mr. Leo Y. Querubin and Ms. Bella B. Valdez both from the Philippine Computer Society (PCS).

The Department of Science and Technology and Department of Education will also submit their own nominations.

Comments from the public, civic organizations and various stakeholders about the applicants/nominees are most welcomed.

Announcement of the final CAC composition will be made on November 11, 2011.

The first CAC meeting will be held on November 15, 2011, Tuesday at 9:00 A.M. at the Office of the Executive Director of ICTO, C.P. Garcia Avenue, U.P. Diliman, Quezon City. STII-DOST
