Four notorious drug personalities face charges for violation of the anti-drug law after they were arrested by the Philippine Drug Enforcement Agency Regional Office 1 (PDEA RO1) in three successive anti-drug operations on November 08, 2011, in La Union and Pangasinan.
PDEA Director General Undersecretary Jose S. Gutierrez, Jr. identified the suspects as Salvador Dacanay y Sotiangco, alias “Badz”; the couple Roger Locquiao y Bergado and Norma Locquiao y Espino; and their son, Rodel Locquiao y Espino
On or about 4:40 PM, operatives of PDEA RO1 - La Union Special Enforcement Team (LUSET), in collaboration with Tubao Police Station, arrested Dacanay, 32 years old, single and a resident of Francia West, Tubao, La Union. Suspect was considered as Top 1 Target-Listed (TL) drug personality in La Union and the Top Ten Priority Target in the region.
Gutierrez confirmed Dacanay’s notoriety as his illegal drug activities was traced back to 2010, to include the information based from interviewed arrested drug suspects naming him as one of their cohorts. In addition, Dacanay was identified as the main player and source of shabu in Tubao municipality and nearby areas during the 1st La Union Anti-Illegal Drugs Summit conducted in the region. Hence, an operation to arrest him was immediately carried out.
He was arrested at Barangay Francia Sur, Tubao, La Union after he sold one plastic sachet of shabu to an agent-poseur buyer in exchange for P1,000.00. Also recovered from him were additional three plastic sachets containing shabu and the buy-bust money. A total of 0.01909 grams of shabu was seized from Dacanay.
Less than an hour later, at around 5:30 PM, joint elements of PDEA RO1-Pangasinan Special Enforcement Team (PANGSET), CIDG Urdaneta and Urdaneta City Police, arrested Rodel Locquiao, 37, married and a resident of Zone 1, Barangay Bayaoas, Urdaneta City, Pangasinan. Confiscated from Rodel were two plastic sachets of shabu with a total weight of 0.104 grams together with the three marked P100.00 bills used in the transaction. Further investigation on Rodel Locquiao revealed that he was arrested on March 2009 for selling illegal drugs and was acquitted in July this year.
A follow-up operation was carried out later that day at 11:00 PM at Gracia Village, Barangay Nancayasan, Urdaneta City, Pangasinan which resulted to the arrest of Rodel’s parents, Roger and Norma Locquiao, who are both included in the regional watch-list. Seized from the couple were a total of 10 plastic sachets of methamphetamine hydrochloride, or shabu, with an aggregate weight of 0.33 grams, the buy-bust money and the mobile phone with text messages used in the illegal drug transactions.
Charges against Dacanay were filed at the City Prosecutor’s Office, San Fernando City, La Union, for selling and possession of dangerous drugs (Sections 5 and 11) in violation of Article II of the Republic Act 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002. He is presently under custody of Bauang Bureau of Jail Management and Penology (BJMP).
Charges for violation of Sections 5 and 11 in relation to Section 26 (Conspiracy) of the anti-drug law were filed against the Locquiao family before the Office of the City Prosecutor, Urdaneta City, Pangasinan.
