Solon reiterates call to prepare the public for more rains and floods

Alarmed by the casualties suffered by the residents of Cagayan de Oro from typhoon Sendong, AGHAM Party-List Rep. Angelo B. Palmones is again calling on the public and concerned authorities to be on the alert and be always prepared to avoid more deaths from natural calamities.

Palmones received a report last month on the occurrence of mild to moderate La Nina which can hit the country from this month to February 2012. He helped disseminate the information to warn the public to prepare themselves to possible dangers in times of extreme weather conditions.

Earlier, Palmones filed House Resolution 1777 requesting the House of Representatives through the Committee on Public Order and Safety to conduct an inquiry on the standard operating procedures for implementing forced or pre-emptive evacuation in times of calamities. He also field House Resolution 1927 requesting the House Committees on Aquaculture and Science and Technology to conduct an inquiry on the expected occurrence of La Nina in December 2011 to February 2012 to prepared the public and reduce its negative impact.

“Even in the face of death from these natural disasters, local residents adamantly refuse to evacuate their houses or abandon their properties,” Palmones said.

He added that in difficult situations like this, the proper implementation of the standard operating procedures (SOP) for forced or pre-emptive evacuation will help ease rescue operations. The SOP should prescribe the condition or situation where and when authorities would implement forced or pre-emptive evacuation.

“We have had similar situations occurred in the last few years. In January 2009, Cayagan de Oro was submerged in water, the first time in 50 years. Typhoon Sendong did it again, leaving 652 people dead and 808 still missing as reported yesterday. We expect the same occurrences till February next year, and even beyond that. Thus, the need to strengthen the implementation of our preparedness and disaster management effort.” Palmones said. Vicky B. Bartilet, AGHAM

SCAAP holds annual convention

The SCAAP holds annual convention to tackle concerns of improving and enhancing elementary and high school science education. This year’s convention focused on enhancing the knowledge, skills and values of science club leaders’ contingency management on the adverse effects of natural hazards and threats of global warming.

Outstanding science club advisers recognized

The Science Club Advisers Association of the Philippines, Inc. (SCAAP) and AGHAM Party-List jointly recognized outstanding performances of science clubs advisers during the recent SCAAP convention, September 27-30, 2011 in Quezon City.

Awardees were Ms. Ma. Victoria C. Vivo (grand winner), Marcelo H. Del Pilar National High School, City of Malolos; Mr. Rizal M. Vidallo (1st runner- up), Annabu Elementary School, Cavite; Mr. Ronnie P. Guiloy (2nd runner-up), Bambang National High School, Nueva Vizcaya; and Mr. Ronaldo C. Reyes (3rd runner-up), Tabaco National High School, Albay.

The awardees were chosen based on their significant contributions to the advancement of science education through projects undertaken in their respective schools and communities; promotion of science leadership and community service through their conduct of and participation in science and technology-related activities; and motivation of students’ participation in environmental protection and conservation thru co-curricular science-related activities.

The awardees and their respective schools received cash prizes and plaques of recognition from AGHAM Party-List Rep. Angelo B. Palmones, SCAAP National Adviser and, another plaque of recognition from the Science Club Advisers Association of the Philippines.

“We commend the members and officers of SCAAP for their 40 years of untiring effort and commitment to improve science teaching and learning in the country. The organization serves as good instrument in promoting public awareness of science, technology and environment, not only among the school population, but also in their communities,” Palmones said. Lawmaker airs concern over new PhilHealth case payment system

AGHAM Party-List Rep. Angelo B. Palmones questions the implementation of the new policy on the availment of medical benefits by PhilHealth members without the proper public hearing or consultation with beneficiaries and stakeholders.

“Under the new scheme called “case rates payment”, PhilHealth identified 22 medical and surgical cases with fixed rates or fixed amounts to be paid directly to hospitals and clinics,” Palmones explained.

The covered cases are dengue 1, dengue 2, pneumonia 1 and 2, essential hypertension, cerebral infarction (CVA I), Cerebro-vascular accident hemorrhage (CVA II), acute gastroenteritis (AGE), asthma, typhoid fever, newborn care package (NCP), radiotherapy, hemodialysis, maternity care package (MCP), delivery by ceasarian section (CS), appendectomy, cholecystectomy, dilatation and curettage, thyroidectomy, herniorrhapy, mastectomy, and hysterectomy.

Palmones said that for these cases, the fixed rates range from P1,750 to P38,000.

He aired concern that the new scheme could be good for short period of confinement only. He also added that PhilHealth members should be given the opportunity to be informed and heard on the new policy, especially the less privileged.

“While we understand that the new scheme is for the best interest of the public, it would be better to get their side or opinion because they will be most affected by this new policy,” Palmones added. AGHAM, Vicky B. Bartilet

Bill empowers barangay nutrition workers

AGHAM Party-List Rep. ANGELO B. Palmones has filed House Bill 2889 or “Strengthening the Barangay Nutrition Scholar Program (BNSP), Providing Incentives Thereto, Appropriating Funds Therefor Amending for the Purpose P.D. No. 1569)” to address the problem of prevailing malnutrition in the country through the creation of mandatory position for barangay nutrition scholars.

“The significance of this bill is highlighted by the observance of Nutrition Month in July every year by virtue of Presidential Decree 491 to create awareness on the importance of nutrition,” Palmones said

Palmones said that the country’s vision for a healthy and strong Filipino nation, free from hunger and malnutrition presents a big challenge to the government and the concerned health agencies considering the ballooning population and meager resources.

“It requires not only strong commitment and dedication, but also creativity and innovative approach to meet the challenge of coping with malnutrition of the less privileged members of society. The extension work being rendered by the barangay nutrition scholars is a big help in our battle against malnutrition,” Palmones added.

Results of the 7th National Nutrition Survey conducted by the Food and Nutrition Research Institute (FNRI) in 2008 showed a significant increase in the proportion of children aged 0-5 years old who were underweight (24.6% in 2005 to 26.2% in 2008) and under height (26.3% to 27.9%). On the other hand, for 6-10 years old, the report also showed a significant increase in the prevalence of underweight from 22.8% in 2005 to 25.6% in 2008. Furthermore, the survey report said that a very high magnitude of acute malnutrition among pre-schoolers was noted in six regions, namely: MIMAROPA, Bicol, Western Visayas, Eastern Visayas, Zamboanga Peninsula and SOCCSKSARGEN.

The National Nutrition Survey is conducted every five years by FNRI to generate data on Philippine food, nutrition and health situation which serves as basis for decision-making of both government and non-government institutions. Vicky B. Bartilet, AGHAM

TechnoMart and Pasalubong Center launched


Science and Technology (S&T)- based products produced by member-agencies of the Visayas Consortium for Agriculture and Resources Program (ViCARP) are now more prominently displayed at the TechnoMart and Pasalubong Counter (TMPC) at the Visayas State University (VSU) in Baybay, Leyte.

TMPC now serves the dual purpose of being a marketing center and Regional One-Stop-Information Shop (OSIS) after its formal launching on March 17, 2011 through the efforts of ViCARP and the Regional Research Development and Extension Network.

            Rootcrops, jackfruits, abaca, and coconut, among other products, are displayed in the TMPC. Each of these products is provided with information education and communication materials.

            The establishment of TMPC which inauguration on March 17 coincided with the birthday of PCARRD Executive Director Patricio S. Faylon was dedicated to him for his commitment on the promotion and commercialization of S&T products through various programs. Most notable of these programs are the Techno Gabay Program and TechnoMart, according to ViCARP-Regional Research and Development Coordinating Committee Chair Jose I. Bacusmo.

Among those present during the occasion were Dr. Edwin C. Villar, director of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD)-Livestock Research Division; Baybay Mayor Carmen L. Cari; and ViCARP and VSU staff members.

The TechnoMart Program realizes its advocacy on the marketing of S&T-based products through the investment portfolio from each of the participating member-agencies.

Bacusmo said that TMPC is the first of the three buildings envisioned for the Technology Business Incubator (TBI) project. He also announced that Alyansa ng mga Grupong Haligi ng Agham at Teknolohiya para sa Mamamayan (AGHAM) Rep. Angelo B. Palmones has already committed to donate the second building.

Sec. Luistro supports bill for science and math teachers


Rep. Angelo B. Palmones of AGHAM Party-List expressed his gratitude to DepEd Secretary Armin Luistro for the latter’s support to the bill which will allow graduates in science courses to teach science and mathematics in elementary and secondary schools.

            House Bill No. 3479 or “An Act Allowing Graduates in Science,  Mathematics, Statistics and Engineering Courses to Teach Science and Mathematics at the Elementary and Secondary Levels of 2010”    addresses  the lack of qualified teachers in science and math, especially in public schools.

            In addition to the provisions of the bill, Sec. Luistro suggested to fast track the training of science graduates through a program which DepEd will develop should the new science graduates opt to become full-time teachers. 

            “At present, teacher education institutions are not producing enough supply of teachers with specialization in these subjects.  This is not an isolated case though because even developed countries in the US and Europe experience the shortage of qualified science and math teachers,” Palmones said.

            He added that migration of qualified teachers to other countries with higher paying jobs compound the situation.

            Palmones explained, however, that concerned teachers need to acquire 18 units of professional education under a scholarship grant or undergo training which will be developed by DepEd to qualify for the licensure examination within two years of being hired.  (AGHAM/Vicky B. House committee approves bill on national health research system


AGHAM Party-List Rep. Angelo  B. Palmones commends the Committee on Health of the House of Representatives, chaired by Rep. Alfredo D. Maranon III  for its fast action and approval of the bill titled “An Act Institutionalizing the Philippine National Health Research System, Establishing the Philippine National Health Research Fund Providing for its Administration and for Other Purposes”. 

            Consolidated from the four bills authored by Reps. Juan Edgardo Angara, Joseph Emilio Abaya, Angelo Palmones and Lani Mercado-Revilla, the approved substitute bill aims to improve the health status and quality of life of Filipinos by ensuring that health research is linked to the health system needs and, that investments in health research yield the most benefit. 

            One of the features of the bill is the creation of the Philippine National Health Research Fund to support knowledge management and knowledge translation into efficient and effective health policies and service delivery.

In the deliberation of the bill, Rep. Palmones said that the medicine needed to combat HIV which comes from coconut is being developed in the country.  He added, however, that because of lack of funds there is no consolidated effort to push the endeavor. 

Leading government agencies to implement the bill include the Department of Science and Technology (DOST), Department of Health (DOH), Commission on Higher Education (CHED), University of the Philippines-National Institute for Health (UP-NIH), Philippine Health Insurance Corporation (PHIC), National Nutrition Council (NNC), and the Philippine Council for Health Research and Development (PCHRD).

Dr. Rosa Gonzales of DOH expressed their support to the bill because this will enable the health department to undertake more innovative research projects and sustain conduct of prevalence and baseline health surveys.  For UP-NIH, Dr. Lulu Bravo said that the bill will support health research priorities of the Institute in drug development, community and health social sciences, diagnostics and biotechnology. 

On the other, Dr. Jaime Montoya, PCHRD executive director said that the bill will address the support needed by his office in developing new drugs, herbal and traditional medicine technology for the prevention of dengue and other diseases.  

“We seek swift passage of the PNHRS  bill because it does not only benefit researchers in knowing what health care needs should be addressed, but it also gives a feeling of  security to the Filipino public that their health is protected from  diseases common in tropical countries,”  Palmones added. Security guards’ license extended to 3 years



Rep Angelo B. Palmones of AGHAM Party-List said that by the end of this month security guards all over the country will have their permit to work extended to three years  instead of the previous two years.

            “This development is one of the provisions of House Bill No. 3876 which seeks to amend some provisions of RA 5487 otherwise known as “An Act to Regulate the Organization and Operation of Private Detective, Watchmen or Security Guard Agents,”  Palmones said. 

            Palmones added that the amendment in the provision of validity of license was made possible with the assistance and cooperation of the Philippine National Police. 

“We are grateful to the offices of  CPNP Raul M. Bacalzo, PDIR Nicanor A Bartolome and PCSupt. Samuel D. Diciano  who worked favorably  on the amendment after our meetings.  They informed us that the amendment to the Implementing Rules and Regulations has been filed at the UP Law Center for publication on May 30 at the Official Gazette, and will take effect 15 days after publication,”  Palmones added.

Palmones further said that they are now working on the issue of wage and labor of the bill  with the proper committee at the House o Representatives.

HB 3876 was filed by Palmones in January this year,  and  conducted consultations with several groups to improve the legislative measure. 

“The responsive action of  the PNP to the flight of security guards uphold the  policy of the State to protect the rights of workers and promote their welfare, which eventually will redound to rising the living standard of men and women working in the security profession  and improving  their  quality of life,”  Palmones added.    (AGHAM/Vicky B.
