Five agencies ink agreement on poverty reduction project
The Department of Interior and Local Government (DILG) has signed an agreement with four other government agencies for the implementation of a project that seeks to reduce poverty in the country.
Interior and Local Government Secretary Jesse M. Robredo yesterday said the Departments of Finance (DOF), Budget and Management (DBM), Environment and Natural Resources (DENR) and the National Anti-Poverty Commission (NAPC) have agreed to help the DILG implement the Philippine Poverty Environment Initiative (PPEI) project.
The five agencies signed a Memorandum of Agreement (MOA) during the Biyaheng Pinoy, the celebration of the 20th anniversary of the enactment of the Local Government Code held at the PICC recently.
Robredo said the PPEI seeks to review the collection and distribution of revenues from environment and natural resources (ENR) and shall provide recommendations on how the share of local government units (LGUs) can be increased.
He explained that the project which support poverty reduction through the use of revenues and benefits derived from sustainable management of ENR, will also integrate pro-poor and environment concerns into the development planning.
It also aims to identify the level of expenditure on environment at the national and local levels, and lobby for national budget allocations for programs and projects on sustainable environment including opportunities for green economy.
Under the agreement, the DILG as the lead agency, shall review the use of revenues from natural resources and link poverty-environment opportunities with key planning and budgeting guidelines of LGUs including application of LGU best practices.
The DOF shall review the collection and distribution of revenues from natural resources and recommend how the share of LGUs in revenues from ENR can be increased, while the DBM shall take charge of the public environmental expenditure review at the national and local levels and analyze how these contribute to environmental and poverty outcomes.
On the other hand, the DENR shall develop a national road map and advocacy campaign for the introduction of Extractive Industries Transparency Initiative (EITI) for mining and energy industries in the country, while the NAPC shall take charge in the identification of congressional champions to sponsor budget allocations for environmental programs and projects for poverty alleviation.
The PPEI project, which is supported by the UNDP-UNEP Asia Pacific Regional Programme, was launched last month in an Inception Workshop where representatives from government agencies, academe and non-government organizations convened to commit on the successful implementation of the project. DILG, DOH, LGUs to implement Universal Health Care program
The Department of the Interior and Local Government (DILG) and the Department of Health (DOH) in collaboration with local government units will jointly implement the Aquino administration’s Universal Health Care or “Kalusugan Pangkalahatan” (UHC KP) program, aimed at improving the quality of health care services in the country.
This development came following the issuance by Interior and Local Government Secretary Jesse M. Robredo and DOH Secretary Enrique T. Ona in a Joint Memorandum Circular, prescribing the policies and guidelines for the UHC KP’s implementation, to all provincial governors, city and municipal mayors.
The issuance was one of the highlights of the 20th Anniversary Celebration of the Local Government Code held last Tuesday, October 10, at the Philippine International Convention Center (PICC) in Pasay City.
Robredo said the circular will institutionalize responsibilities of the DOH, DILG and LGUs in carrying out the objectives of the UHC KP towards attaining the goals of the health reform program.
The UHC KP seeks to improve, streamline, and scale up the strategies in health sector reform agenda in order to address inequities in health outcomes by ensuring that all Filipinos, especially the poor, have access to quality health care.
Robredo explained that the success of the program lies in the active participation of the local government chief executives who are tasked to promote the UHC KP at the local level.
“I urged, therefore, our local chief executives to closely coordinate with the DILG and DOH and participate in activities relative to UHC KP,” the DILG secretary asked the local officials.
Under the guidelines, the local chief executives shall organize technical working groups to oversee the implementation of UHC KP, as well as provide the enabling environment for health sector reforms, namely legal framework, budget and logistical support.
On the other hand, the DOH shall strengthen the National Health Insurance Program (NHIP), as the prime mover in generating resources to modernize and sustain health facilities, while the DILG shall take the responsibility in enjoining the development community to support the UHC KP.
The guidelines also provided three strategic thrusts that the UHC KP shall pursue, namely, financial risk protection through expansion of NHIP enrollment and benefit delivery; improved access to quality hospitals and health care facilities; and attainment of the health-related Millennium Development Goals (MDGs). GAB declares as “illegal” operations of jai-alai off-fronton on-line betting firm Meridien
The Games and Amusement Board (GAB) has virtually declared as illegal the operations of the Meridien Vista Gaming Corporation (MVGC), saying it has not issued any permit or license to operate to the jai-alai off-fronton betting firm which is also allegedly involved in illegal gambling operations.
In response to two queries made by Interior and Local Government Secretary Jesse M. Robredo, GAB Commissioner Mohammad Aquil Tamano said the DILG-PNP, with GAB as lead agency, could conduct raids against MVGC betting stations and that the DILG can issue a memorandum circular to all local government units (LGUs) that MVGC does not have the appropriate license from GAB to operate.
Tamano explained that the Court of Appeals has upheld the legality of the GAB’s cease and desist order (CDO) against MVGC’s jail-alai off-fronton betting operations via a decision dated August 18, 2011 in CA-G.R. No. 119842.
“In said decision, the CA reiterated the doctrine in the Supreme Court case of Lim vs. Pacquing recognizing the supervisory and regulatory powers of GAB over jai-alai,” Tamano told Robredo.
“Given this, we resumed the implementation of our CDO on the off-fronton stations of MVGC wherever they may be found. As of (this) writing, we have conducted 39 CDO-related operations, the latest being on September 12, 2011,” the GAB chief added.
The CDO operations against MVGC, Tamano explained, is in the nature of administrative enforcement which is the primary responsibility of the GAB.
“However, the GAB needs law enforcement personnel to ensure the peaceful and orderly closure of off-fronton betting stations. The CDOs will be served under this manner, i.e. under the authority and generally in the presence of GAB organic personnel ably assisted by PNP personnel assigned to the GAB anti-illegal gambling unit,” he said.
In reply to Robredo’s second query if the DILG can issue a memo circular to all LGUs banning or outlawing the operations of the MVGC in their localities, Tamano said the agency could do so.
“Going to your second query, the Board (GAB) has no objection to the issuance by the DILG of a memorandum circular to all LGUs advising them that GAB has not issued any permits to any off-fronton betting station of MVGC, as in fact, none has been issued,” Tamano said.
The MVGC, which is widely-believed as co-owned by former President Estrada’s gambling consultant Atong Ang, has established several jai-alai off-fronton betting stations, using business permits approved and issued by mayors, in Metro Manila, Western Visayas, Bicol Region, Southern Tagalog, and Central and Northern Luzon.
It is also supposedly allowed to operate only inside the Cagayan Export Processing Zone (CEZA), which earlier granted it permit to operate, in Cagayan province.
PNP field reports say that MVGC’s jai-alai off-fronton on-line betting stations is being used by its employees as convenient cover in illegal gambling operations, alternately using them reportedly as jueteng bet collecting office. Feliz Regis, PAO-DILG

BFP-NCR DIRECTOR RESHUFFLES PERSONNEL
In response to Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo’s directive to initiate reforms in the Bureau of Fire Protection (BFP) – National Capital Region (NCR), Chief Supt. Santiago Laguna, BFP-NCR Director has ordered a reshuffle of BFP Personnel at the NCR.
“This action is likewise devised in order to promote equal opportunity for career development to all our personnel,” Laguna said.
He further said that the reassignment or movement of personnel is usually being implemented in any uniformed organization in order to pave way to others toward career development.
The shake-up which was implemented last Friday, Sept. 30, 2011 affected at least 21 officials of the regional office.
Among those covered by the reshuffle were : S/Insp. Flor-Ian A. Guerrero Chief, IAS, QCFD was reassigned to Chief, IAS, Manila Fire District, and Insp. Guillermo E. Firmalino, Jr., Chief, IAS, Manila Fire District, was reassigned to Chief, IAS, QCFD, Insp. Angelie S. Salva was reassigned as Chief, Personnel Records Section, ORD-NCR, Insp. Lourdes Cristy C. Raborar is designated as HEA, ORD-NCR, Insp. Joel Luis I. Tabada is reassigned as Sub-Station Commander, La Paz FSS, Makati CFS, FD-III, Insp. Regalado P. Hagape was reassigned as Sub-Station Commander, Tejeros FSS, Makati CFS, FD-III, Insp. Ely D. Timuat II was reassigned to Makati City Fire Station, FD-III.

Leagues of local governments celebrate gains of local autonomy during Local Government Code anniversary at PICC today (October 10)
National and chapter presidents of the different leagues of local governments will convene today (October 10) to celebrate the gains of local autonomy during a local governance policy forum on the 20th anniversary of the Local Government Code (LGC), where Interior and Local Government Secretary Jesse Robredo will also present his executive agenda for local governance.
The policy forum, dubbed as “Pagtanaw sa Maunlad na Bukas”, is one of the key culmination activities of the “Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad”, the yearlong celebration of 20 years of local autonomy in the country and the 20th anniversary of the Code, to be held at the PICC in Pasay City.
The Local Government Code is the landmark piece of legislation on local autonomy and decentralization enacted in 1991.
Robredo, whose Department oversees and supervises local governments, is expected to discuss to league officials and other stakeholders the Department’s strategic policy and program directions and thrusts in the continuing journey towards good local governance.
Joining the DILG Secretary during the activity are Senator Aquilino Pimentel, the main author of the Code, who shall discuss the gains and next steps to achieve more meaningful local autonomy; and Senate Committee on Local Governments chair, Senator Ferdinand Marcos Jr. and House Committee on Local Governments chair, Rep. George Arnaiz, who shall present their continuing legislative agenda for local governance.
Also expected to attend the forum are Union of Local Authorities of the Philippines president Alfonso Umali Jr., Liga ng mga Barangay National President Ricojudge Janvier Echiverri, and League of Cities of the Philippines president Oscar Rodriguez.
On the other hand, Catanauan Mayor Ramon Orfanel, Galing Pook Foundation executive director Dr. Eddie Dorotan, and World Bank-Philippine Development Forum-Decentralization and Local Government co-convenor Mark Woodward, a representative for the private sector and the media shall present their insights and experiences on the benefits and impact of local autonomy.
Representatives from different sectors will also participate in the different fora on Human Development and Poverty Reduction; Good Governance and Anti-Corruption; Environment: Climate Change Adaptation and Mitigation; and Economic Development: Local Competitiveness.
Hosting the activity are Dagupan City Councilor Maybelline dela Cruz Fernandez and Manila Vice Mayor Isko Moreno.

Robredo, GAB Commissioner Mohammad Aquil Tamano said the DILG-PNP, with GAB as lead agency, could conduct raids against MVGC betting stations and that the DILG can issue a memorandum circular to all local government units (LGUs) that MVGC does not have the appropriate license from GAB to operate.
Tamano explained that the Court of Appeals has upheld the legality of the GAB’s cease and desist order (CDO) against MVGC’s jail-alai off-fronton betting operations via a decision dated August 18, 2011 in CA-G.R. No. 119842.
“In said decision, the CA reiterated the doctrine in the Supreme Court case of Lim vs. Pacquing recognizing the supervisory and regulatory powers of GAB over jai-alai,” Tamano told Robredo.
“Given this, we resumed the implementation of our CDO on the off-fronton stations of MVGC wherever they may be found. As of (this) writing, we have conducted 39 CDO-related operations, the latest being on September 12, 2011,” the GAB chief added.
The CDO operations against MVGC, Tamano explained, is in the nature of administrative enforcement which is the primary responsibility of the GAB.
“However, the GAB needs law enforcement personnel to ensure the peaceful and orderly closure of off-fronton betting stations. The CDOs will be served under this manner, i.e. under the authority and generally in the presence of GAB organic personnel ably assisted by PNP personnel assigned to the GAB anti-illegal gambling unit,” he said.
In reply to Robredo’s second query if the DILG can issue a memo circular to all LGUs banning or outlawing the operations of the MVGC in their localities, Tamano said the agency could do so.
“Going to your second query, the Board (GAB) has no objection to the issuance by the DILG of a memorandum circular to all LGUs advising them that GAB has not issued any permits to any off-fronton betting station of MVGC, as in fact, none has been issued,” Tamano said.
The MVGC, which is widely-believed as co-owned by former President Estrada’s gambling consultant Atong Ang, has established several jai-alai off-fronton betting stations, using business permits approved and issued by mayors, in Metro Manila, Western Visayas, Bicol Region, Southern Tagalog, and Central and Northern Luzon.
It is also supposedly allowed to operate only inside the Cagayan Export Processing Zone (CEZA), which earlier granted it permit to operate, in Cagayan province.

Interior and Local Government Secretary Jesse Robredo today (October 10) urged local government officials to “think out of the box” and not to rely too much on their Internal Revenue Allotment (IRA) to fund their local development projects.
“Local leaders need to think out of the box – and make sure they don’t get into another box. Find ways to mobilize resources. Innovate,” Robredo said in his keynote speech at the celebration of the 20th anniversary of the Local Government Code held at the PICC in Pasay City this morning under the DILG’s Biyaheng Pinoy: Tapat na Palakad, Bayan Maunlad program.
“It is time for LGUs to look beyond the IRA for funding, as it is an unpredictable amount at best,” he added, noting that the national budget increases from year to year, but the IRA continues to shrink.
During his speech entitled “Dalawampung Taong Paglalakbay: The Continuing Executive Agenda for Local Governments”, Robredo also urged LGU officials to strive for the Seal of Good Housekeeping and continue the journey towards excellence in local governance.
The DILG secretary said the way to continue the journey to excellence is to make sure that performance - measured objectively – is the basis for rewards, and inability to perform is the basis for penalties and sanctions.
“The greatness of this nation rests on the excellence of local government units; hence, LGUs should continuously up their games by improving their competencies and institutionalizing reforms in their systems in order to serve their people well,” he added.
Last year, around 75 percent of the more than 1,600 provinces, cities and municipalities in the country have been conferred with the Seal of Good Housekeeping (SGH) for showing excellence in key local governance areas.
Robredo, however, said that the performance metrics and requirements for compliance to the SGH become more difficult this year as the SGH enters the second grade and further on to higher grades in the coming years.
“The SGH and the Local Government Code are legal requirements – they are not suggestions. Hence, while we have a system of rewarding our LGUs, we also have a measure to make LGUs accountable for their slippages,” he said.

BFP-NCR DIRECTOR RESHUFFLES PERSONNEL
In response to Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo’s directive to initiate reforms in the Bureau of Fire Protection (BFP) – National Capital Region (NCR), Chief Supt. Santiago Laguna, BFP-NCR Director has ordered a reshuffle of BFP Personnel at the NCR.
“This action is likewise devised in order to promote equal opportunity for career development to all our personnel,” Laguna said.
He further said that the reassignment or movement of personnel is usually being implemented in any uniformed organization in order to pave way to others toward career development.
The shake-up which was implemented last Friday, Sept. 30, 2011 affected at least 21 officials of the regional office.
Among those covered by the reshuffle were : S/Insp. Flor-Ian A. Guerrero Chief, IAS, QCFD was reassigned to Chief, IAS, Manila Fire District, and Insp. Guillermo E. Leagues of local governments celebrate gains of local autonomy during Local Government Code anniversary at PICC today (October 10)
National and chapter presidents of the different leagues of local governments will convene today (October 10) to celebrate the gains of local autonomy during a local governance policy forum on the 20th anniversary of the Local Government Code (LGC), where Interior and Local Government Secretary Jesse Robredo will also present his executive agenda for local governance.
The policy forum, dubbed as “Pagtanaw sa Maunlad na Bukas”, is one of the key culmination activities of the “Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad”, the yearlong celebration of 20 years of local autonomy in the country and the 20th anniversary of the Code, to be held at the PICC in Pasay City.
The Local Government Code is the landmark piece of legislation on local autonomy and decentralization enacted in 1991.
Robredo, whose Department oversees and supervises local governments, is expected to discuss to league officials and other stakeholders the Department’s strategic policy and program directions and thrusts in the continuing journey towards good local governance.
Joining the DILG Secretary during the activity are Senator Aquilino Pimentel, the main author of the Code, who shall discuss the gains and next steps to achieve more meaningful local autonomy; and Senate Committee on Local Governments chair, Senator Ferdinand Marcos Jr. and House Committee on Local Governments chair, Rep. Robredo urges local officials to “think out of the box”
Interior and Local Government Secretary Jesse Robredo today (October 10) urged local government officials to “think out of the box” and not to rely too much on their Internal Revenue Allotment (IRA) to fund their local development projects.
“Local leaders need to think out of the box – and make sure they don’t get into another box. Find ways to mobilize resources. Innovate,” Robredo said in his keynote speech at the celebration of the 20th anniversary of the Local Government Code held at the PICC in Pasay City this morning under the DILG’s Biyaheng Pinoy: Tapat na Palakad, Bayan Maunlad program.
“It is time for LGUs to look beyond the IRA for funding, as it is an unpredictable amount at best,” he added, noting that the national budget increases from year to year, but the IRA continues to shrink.
During his speech entitled “Dalawampung Taong Paglalakbay: The Continuing Executive Agenda for Local Governments”, Robredo also urged LGU officials to strive for the Seal of Good Housekeeping and continue the journey towards excellence in local governance.
The DILG secretary said the way to continue the journey to excellence is to make sure that performance - measured objectively – is the basis for rewards, and inability to perform is the basis for penalties and sanctions.
“The greatness of this nation rests on the excellence of local government units; hence, LGUs should continuously up their games by improving their competencies and institutionalizing reforms in their systems in order to serve their people well,” he added.
Last year, around 75 percent of the more than 1,600 provinces, cities and municipalities in the country have been conferred with the Seal of Good Housekeeping (SGH) for showing excellence in key local governance areas.
Robredo, however, said that the performance metrics and requirements for compliance to the SGH become more difficult this year as the SGH enters the second grade and further on to higher grades in the coming years.
“The SGH and the Local Government Code are legal requirements – they are not suggestions. Hence, while we have a system of rewarding our LGUs, we also have a measure to make LGUs accountable for their slippages,” he said.
This year, he also said, a total of P500-million have been awarded to good LGU performers through the Performance Challenge Fund, and this will be increased to P750-million next year. Julian Meneses, PAO-DILG

Leagues of local governments celebrate gains of local autonomy during Local Government Code anniversary at PICC today (October 10)
National and chapter presidents of the different leagues of local governments will convene today (October 10) to celebrate the gains of local autonomy during a local governance policy forum on the 20th anniversary of the Local Government Code (LGC), where Interior and Local Government Secretary Jesse Robredo will also present his executive agenda for local governance.
The policy forum, dubbed as “Pagtanaw sa Maunlad na Bukas”, is one of the key culmination activities of the “Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad”, the yearlong celebration of 20 years of local autonomy in the country and the 20th anniversary of the Code, to be held at the PICC in Pasay City.
The Local Government Code is the landmark piece of legislation on local autonomy and decentralization enacted in 1991.
Robredo, whose Department oversees and supervises local governments, is expected to discuss to league officials and other stakeholders the Department’s strategic policy and program directions and thrusts in the continuing journey towards good local governance.
Joining the DILG Secretary during the activity are Senator Aquilino Pimentel, the main author of the Code, who shall discuss the gains and next steps to achieve more meaningful local autonomy; and Senate Committee on Local Governments chair, Senator Ferdinand Marcos Jr. and House Committee on Local Governments chair, Rep. George Arnaiz, who shall present their continuing legislative agenda for local governance.
Also expected to attend the forum are Union of Local Authorities of the Philippines president Alfonso Umali Jr., Liga ng mga Barangay National President Ricojudge Janvier Echiverri, and League of Cities of the Philippines president Oscar Rodriguez.
On the other hand, Catanauan Mayor Ramon Orfanel, Galing Pook Foundation executive director Dr. Eddie Dorotan, and World Bank-Philippine Development Forum-Decentralization and Local Government co-convenor Mark Woodward, a representative for the private sector and the media shall present their insights and experiences on the benefits and impact of local autonomy.
Representatives from different sectors will also participate in the different fora on Human Development and Poverty Reduction; Good Governance and Anti-Corruption; Environment: Climate Change Adaptation and Mitigation; and Economic Development: Local Competitiveness.

Barangays to lead synchronized text voting for Puerto Princesa Underground River during barangay assembly day on Sunday, October 9
The country’s more than 42,000 barangays will lead the synchronized text voting for the Puerto Princesa Underground River (PPUR) in its bid to be one of the New 7 Wonders of Nature during the barangay assembly day on Sunday, October 9, 2011.
DILG Secretary Jesse Robredo said the mass text voting for the Puerto Princesa tourist attraction by barangay officials and residents during the assembly would certainly further boost the current high standing of the country’s lone candidate to the global polling competition.

DILG, KBP lead synchronized tree planting activity
The Department of the Interior and Local Government (DILG) and the Kapisanan ng mga Brodkaster sa Pilipinas (KBP) led participants from national government agencies, media, academe and local government units in the synchronized tree planting activity in at least 27 identified sites nationwide over the weekend.
DILG Secretary Jesse Robredo said the activity is a joint initiative of the DILG and KBP under the Oplan Broadcast-treeing Project in support of the government’s National Greening Program.
Robredo said that under the project, a total of 270,000 seedlings will be planted in 27 KBP local chapter sites all over the country which were previously identified by the Department of Environment and Natural Resources (DENR).
“We are very pleased to take part in this laudable initiative of the KBP,” said Robredo.
In Tanay, Rizal, Tanay Mayor Rafael Tantuaco, KBP officials led by its chairman Herman Basbano and president Ruperto Nicdao, and DILG’s National Barangay Operations Director Virgilio Castro joined more than 1,500 participants who braved the stormy weather in planting seedlings of mahogany and other fruit-bearing trees at Kaliwa Watershed in Barangay San Andres, which is part of the Sierra Madre mountain range.
Also providing support during the Tanay activity were contingents from the DENR, Armed Forces of the Philippines, Philippine National Police, Channels 2 and 5, UP and Ateneo mountaineers club, La Salle University, Poveda, Generika, San Andres Multi-Purpose Cooperative, and local residents.
Similar tree-planting activities were done in the following sites: Ilocos Norte, Ilocos Sur, Pangasinan, Cagayan, Nueva Ecija, Pampanga, Zambales, Quezon, Occidental Mindoro, Albay, Camarines Norte, Camarines Sur, Sorsogon, Aklan, Capiz, Negros Occidental, Cebu, Tacloban City, Bukidnon, Cagayan de Oro City, Davao, Cotabato, General Santos City, Agusan del Sur, Butuan City, Metro Manila and Baguio City.

Transfer of San Mateo Municipal Jail sought
Due to relentless flooding brought about by heavy rains and tropical storms in the past few days, the warden of San Mateo Municipal Jail on Friday sought the assistance of the local chief executive in said locality for the immediate transfer of some 240 inmates to a new jail facility.
In a report to DILG Secretary Jesse M. Robredo, through BJMP-NCR Director Benito Dorigo, Jail Warden S/Insp. Darwin S. Agullo relayed that during the onslaught of typhoon Pedring last Tuesday, flood water has reached detention cells in San Mateo prompting them to evacuate all inmates to the second floor of the jail.
However, on the same day, detainees were taken to a nearby school as water rose to a critical level. Agullo said that they asked the help of the local police, the Bureau of Fire (BFP), and the military to bring prisoners to safety in the designated evacuation center.
According to Agullo, it has been a practice to relocate inmates from the San Mateo Municipal Jail especially during typhoons and heavy downpours because it is always flooded with water that flows from the adjacent San Mateo riverbanks.
He said that transporting inmates to an evacuation shelter poses great risk as prisoners might take advantage of the situation and escape.
Thus, Agullo stressed the need to build a new detention facility on a higher ground to avoid the recurrence of said incident.
Agullo then, made an appeal to San Mateo, Rizal Mayor Jose Rafael Diaz to provide a site for the construction of a new jail structure, either in Brgy. Modesta or Brgy. Pintong Bukawe of said municipality.
“We hope that Mayor Diaz would act favorably on our request because the construction of a new jail will not only help us prevent prison breaks but more importantly, it will ensure the safety and welfare of detainees especially during rainy and typhoon seasons”, he added. DILG

Robredo lauds Luzon LGU-DRRMCs for disaster preparedness

“Despite their meager resources and manpower, the local officials and their DRMMCs in Central and Northern Luzon, particularly those from the flood stricken towns of Bulacan and Pampanga should be lauded for their disaster preparedness,” he said.
Robredo visited Bulacan Thursday and Friday to meet with Gov. Willy Alvarado, the mayors of the flood stricken towns of Calumpit, Hagonoy, Paombong and Pulilan and officials of their respective DRRMCs to discuss the national government’s responses such as relief and rescue operations in flood-stricken areas in the province.
“I met Gov. Alvarado and the Bulacan local DRRMC officials last Thursday afternoon before the floodwaters rose in Calumpit, Hagonoy and Paombong. They have advised all concerned barangay officials to tell their constituents to evacuate or seek higher grounds. The sad part is that many people did not heed the call until floodwaters rose and they became isolated,” the DILG chief said.
“The problem now is when the waters reached the roofs of their homes, they became frantic and are now crying for rescue and relief operations from the government. I hope that with the entry of Typhoon Quiel, and possibly Ramon, people from low-lying areas should heed the call of their local officials for their own safety,” he added.
The DILG has directed all Bureau of Fire Protection and Philippine National Police officers and men in Bulacan to pool their men and resources to bring relief goods or rescue stranded flood victims, together with other concerned agencies such as the Armed Forces of the Philippines, the Philippine Coast Guard, Department of Social Welfare and Development and the Philippine National Red Cross.
Meantime, Robredo also directed the PNP provincial director of Bulacan, Senior Superintendent Ferdinand Mendez, to go after looters, profiteers and hoarders who are taking advantage of the tragedy caused by the flooding.

ROBREDO TO LOCAL EXECS: ENACT LOCAL LAWS ON CHILD LABOR
Interior and Local Government (DILG) Secretary Jesse M. Robredo yesterday called on all provincial governors, city and municipal mayors, punong barangays and local Sanggunians to enact local laws that will address child labor concerns in their localities.
Aside from the enactment of local ordinances, Robredo also asked local officials to integrate anti-child labor initiatives in their local development agenda particularly programs and projects that will eliminate worst forms of child labor.
According to Article 3 of the International Labor Organization (ILO) Convention No. 182, the worst forms of child labor are the following:
1. All forms of slavery or practices similar to slavery such as the sale and trafficking of children, debt bondage and serfdom, as well as forced or compulsory labor, including forced recruitment of children for use in armed conflict;
2. The use, procuring or offering of a child for prostitution, for the production of pornography or for pornographic performances;
3. The use, procurement or offering of a child for illicit activities, in particular for the production and trafficking of drugs as defined in relevant international treaties; and
4. Work which, by its nature or the circumstances in which it is carried out, is likely to harm the health, safety or morals of children.
In a memorandum circular, the DILG Secretary urged local chief executives to tap their respective Local Councils for the Protection of Children (LCPCs) to lead in the implementation of all programs and projects addressing problems and issues on child labor.
Based on the 2005 National Statistics Office (NSO) Labor Survey, there are 2.1-million working children aged 5-17 years old in the Philippines. Of the figures, 39.7% are elementary drop-outs.
Robredo said the government is seeking to reduce the incidence of child labor as a commitment to the ILO Convention 182 and reiterated the implementation of the Philippine Program against Child Labor at the LGU levels.
He also asked the local executives to implement in their localities RA 9231 or the “Act Providing for the Elimination of Worst Forms of Child Labor and Affording Stronger Protection for the Working Child” which stipulates the allowed numbers of hours a child could work based on his/her age and sets penalties and sanctions against any persons engaging any child in the worst forms of child labor.
Robredo reminded local officials that unlawful refusal to implement the provisions of the law may constitute dereliction of duty under Sec. 60 of RA 7160 or the Local Government Code of 1991 and may give rise to administrative liability. DILG
Aside from the enactment of local ordinances, Robredo also asked local officials to integrate anti-child labor initiatives in their local development agenda particularly programs and projects that will eliminate worst forms of child labor.

TRANSFER OF SAN MATEO MUNICIPAL JAIL SOUGHT
Due to relentless flooding brought about by heavy rains and tropical storms in the past few days, the warden of San Mateo Municipal Jail on Friday sought the assistance of the local chief executive in said locality for the immediate transfer of some 240 inmates to a new jail facility.
In a report to DILG Secretary Jesse M. Robredo, through BJMP-NCR Director Benito Dorigo, Jail Warden S/Insp. Darwin S. Agullo relayed that during the onslaught of typhoon Pedring last Tuesday, flood water has reached detention cells in San Mateo prompting them to evacuate all inmates to the second floor of the jail.
However, on the same day, detainees were taken to a nearby school as water rose to a critical level. Agullo said that they asked the help of the local police, the Bureau of Fire (BFP), and the military to bring prisoners to safety in the designated evacuation center.
According to Agullo, it has been a practice to relocate inmates from the San Mateo Municipal Jail especially during typhoons and heavy downpours because it is always flooded with water that flows from the adjacent San Mateo riverbanks.
He said that transporting inmates to an evacuation shelter poses great risk as prisoners might take advantage of the situation and escape.
Thus, Agullo stressed the need to build a new detention facility on a higher ground to avoid the recurrence of said incident.
Agullo then, made an appeal to San Mateo, Rizal Mayor Jose Rafael Diaz to provide a site for the construction of a new jail structure, either in Brgy. Modesta or Brgy. Pintong Bukawe of said municipality.
“We hope that Mayor Diaz would act favorably on our request because the construction of a new jail will not only help us prevent prison breaks but more importantly, it will ensure the safety and welfare of detainees especially during rainy and typhoon seasons”, he added. DILG
